The governor, who reached the house at 2 pm, could not deliver his address as BJP legislators carrying photographs and posters of alleged victims of violence in the civic body elections approached the plinth and raised slogans. Dhankhar twice urged the BJP MLAs to allow the proceedings to begin, but the BJP members did not agree. The protesting members also raised slogans of ‘Jai Shri Ram’ and ‘Bharat Mata Ki Jai’ in the House.

As soon as the governor started leaving the house, members of the ruling party including Chief Minister Mamata Banerjee urged him to stop. After this, Dhankhar once again requested the BJP members to calm down and let the proceedings proceed, but the BJP members did not listen. TMC members also started raising anti-BJP slogans from 2:26 pm onwards. Along with Dhankhar, Speaker of the Assembly Biman Banerjee also urged the members to allow business to take place in the House. However, after this Mamta Banerjee went to the Raj Bhavan and met the Governor.
